. thanks. joining us for a closer look at the fiscal cliff negotiations, ron johnson, a member of the appropriations and budget committees in the senate. thank you for taking a break from a busy time to visit with us. >> thank you. >> i want to get a response from the comments to the president. he said that g.o.p. can't take yes for an answer. is there an offer that would have been acceptable to the house or the senate g.o.p.? >> not that i am aware. people throw the numbers around, like there is a deal, $1 revenue for $3 spending cuts, i have never seen those deals. senator harry reid should have made sure the senate passed a budget, sometime in the past 3 years and that would be reconciled with the house and you would have a framework, you know, a budget resolution that the committee -- the appropriations committee, the house ways & means committee, senate finance committee, they would have the instructions to work on the difficult problems npublic. have a public debate. we are down now to the 59th minute of 11th hour here and have you a couple of elected officials and unelec
on that? >> as mike reported president obama is looking to break the fiscal cliff negotiations by giving an ultimatum to republicans either compromise on the budge deal or risk facing an up or down vote in the senate on a basic proposal that would include many elements that were previously rejected by the g.o.p. how well the next couple of display out and will the president's tactics work? joining us is jamie weinstein. what do you think of that? >> i don't know if his threats are going to work very much because even his proposal has to have the acquiescence of all senators. the fact of the matter is senators know whether they do something or not the next day after the fiscal cliff there is going to be a bill in congress to lower tax rates after all the tax rates expire below $250,000. maybe at this point it looks like the big win that the republicans might get, if you want to call it that, is extending that slightly upwards to $400,000 or $500,000. this is bare bones deal. we're not solving our fiscal approximate and not discussing it. this is going to be fought another day, perhaps in
. >> so despite its name, a lot of strategists say that the fiscal cliff will not hit the economy right away and that could give lawmakers some time to continue negotiating, perhaps, but it's unclear how long the market will tolerate that uncertainty. so, what if no deal is reached and no action is taken? >> well, heather, i actually believe that might be the best outcome of all. when we look at it, there's not really a cliff. what happens on wednesday morning, the first day of the year, we'll roll out of bed and put the gasoline in our car and go to work. so there's not going to be a big change immediately. there will be an increase in taxes, something that's already been agreed to. you know, 12 years ago they agreed to the bush tax cuts would have a sunset provisions and the cuts to spending that will occur were agreed to two years ago with the debt ceiling agreement. so they already have a compromise agreement, they're just trying to change that compromise. >> and speaking of change, what if a partial deal is reached, which is what we're talking about right now, through possibly that
you're here to bring that. >> i will try. it doesn't seem like happy new year and fiscal cliff go in the same sentence. >> heather: it really doesn't. you know, we talked about the recession, it began five years ago, reportedly ended -- reportedly more than three years ago. yet 12 million americans looking for work. families have been drowning in mortgage debt for years on end. why should we feel optimistic about 2013? >> it's interesting, i was talking to some people today and they say the fiscal cliff for them started about five years ago. but all is not gloom and doom with this. you look at some of the economic indicators that are out there and what is positive for our economy, number one is the housing market. we have seen a steady progressive positive indicators on the housing market that things are getting better there. another thing is the debt load. it looks like houses are starting to see a significant impact there as well. when you look at the debt ratio to gdp, it's actually decreased to the 2003 level. that means that more families are saving money. also they're paying
